Executive Order 14174: Revocation of Certain Executive Orders
An Analysis & An Email Template
This executive order revokes two executive orders from 2021 that were issued in response to the COVID-19 pandemic:
Executive Order 14042 (Ensuring Adequate COVID Safety Protocols for Federal Contractors)
Required federal contractors to follow workplace COVID-19 safety protocols, including vaccination mandates.
Executive Order 14043 (Requiring COVID-19 Vaccination for Federal Employees)
Mandated that all federal employees receive a COVID-19 vaccine as a condition of employment.
By revoking these orders, Executive Order 14174 officially removes federal COVID-19 vaccination requirements for both government employees and federal contractors.
Key Constitutional and Legal Issues
1. Weakening the Executive Branch’s Authority Over Public Health and Workplace Safety
The Occupational Safety and Health Act (OSHA) of 1970 grants the federal government broad authority to regulate workplace safety, including public health emergencies.
In Jacobson v. Massachusetts, 197 U.S. 11 (1905), the Supreme Court ruled that vaccination mandates can be legally enforced in the interest of public health.
This order ignores scientific and legal precedent by rolling back protective measures without a clear public health justification.
2. Potential Violation of Contract Law
Federal contractors entered into agreements under the expectation that certain safety requirements (including vaccinations) would be enforced.
Abruptly revoking these safety standards may open the government to legal challenges from contractors who relied on these mandates for compliance and liability protection.
Why This Executive Order is Dangerous
It disregards public health guidance and weakens pandemic preparedness for future crises.
It removes legal protections for workers who may now face increased risks in the workplace.
It undermines long-standing federal authority over workplace safety enforcement.

Subject: Opposing Executive Order 14174 – A Reckless Endangerment of Public Health
Dear Representative/Senator [Last Name],
I am writing to urge your immediate opposition to Executive Order 14174, issued on January 21, 2025, which revokes federal COVID-19 vaccination mandates for government employees and federal contractors. This reckless and shortsighted order ignores public health evidence, undermines workplace safety, and weakens our nation’s preparedness for future public health emergencies.
Public Health and Legal Precedent Support Vaccination Mandates
Since the early 20th century, the U.S. Supreme Court has upheld the government’s authority to implement vaccination mandates in the interest of public health. In Jacobson v. Massachusetts, 197 U.S. 11 (1905), the Court ruled that vaccination requirements are a lawful exercise of governmental power when necessary to protect public safety.
Furthermore, under the Occupational Safety and Health Act (OSHA) of 1970, the federal government has a clear legal responsibility to enforce workplace safety measures, including protections against infectious diseases. By removing these safeguards, Executive Order 14174 abandons this legal obligation, endangering the health of federal employees and contractors.
A Dangerous Step Backward in Workplace Protections
Prior to this order, Executive Order 14042 and Executive Order 14043 established necessary safety standards in response to a historic pandemic. These orders helped protect millions of workers, reduce hospitalizations, and prevent the spread of COVID-19 within federal agencies and contractor operations.
Revoking these mandates:
Endangers federal employees and contractors, particularly those in high-risk positions.
Weakens the federal government’s ability to respond to future pandemics.
Increases legal liability risks for employers who now lack clear safety guidance.
Undermining Contract Law and Federal Stability
Federal contractors entered into agreements under the expectation that workplace safety rules—such as vaccination mandates—would remain in effect. Abruptly revoking these rules creates legal uncertainty and potential contractual disputes.
This executive order prioritizes political ideology over public health, disregarding decades of legal precedent and expert guidance.
Congress Must Act to Reinstate Federal Health Protections
I urge you to:
Introduce or support legislation reinstating workplace safety and vaccination policies for federal employees and contractors.
Hold hearings to investigate the public health risks posed by this executive order.
Ensure that the Occupational Safety and Health Administration (OSHA) continues enforcing health and safety standards.
Protecting Public Health Should Not Be a Partisan Issue
Throughout American history, public health measures have been guided by science and the law, not political convenience. This executive order abandons both, putting millions of workers at risk.
I implore you to stand up for science, safety, and legal precedent by opposing this dangerous rollback. The health of our workforce and the preparedness of our nation depend on it.
Sincerely,
[Your Name]

If we're going by "Science," it's a mild cold for most people, and the mRNA vaccine is based on failed technology, has near zero efficacy, and more VAERS-reported side effects than all other vaccines combined in history.
It was also stated by the manufacturers that the vaccines confer no protection against infection, merely reduce the symptoms slightly, so there are zero public health concerns.
Liberals have no grasp of science.
Then, you want to argue that revoking a purely administrative requirement that didn't exist until then violates some sort of contract law?
You have no grasp of the law. And the courts already ruled on this. Your side lost.
Seriously, grow up.
Having these Bills revoked is a victory!
